Classification Discipline Restored

On classification, the Tribunal reaffirmed that components integrally embedded in seat systems retain their identity as “parts of seats,” notwithstanding their role in vehicle functionality. 

On institutional discipline, it delivered a sharp rebuke to adjudicating authorities bypassing binding Tribunal rulings. The outcome is a complete collapse of reclassification, extended limitation, and penalty, driven as much by legal principle as by structural impropriety in adjudication.
