Customs Simplifies Export Testing

Executive Summary
The CBIC has issued Circular No. 28/2026-Customs to simplify export consignment testing and reduce delays caused by duplicate laboratory testing.
The Circular allows customs authorities to rely on test reports from NABL-accredited laboratories and certain recognised institutions, avoiding mandatory referral of samples to the Central Revenue Control Laboratory (CRCL) in eligible cases.
