Executive Summary
A Tariff Rate Quota is essentially a two-tier customs duty system. The importing country commits to granting preferential tariff treatment only up to a specified annual quantity of imports from its FTA partner.
Once the quota is exhausted, subsequent imports lose the preferential benefit and become subject to the applicable customs duty.
