JNCH Allows “Part Delivery” of Out of Charge Cargo at CFSs Without Separate Customs Permission

Executive Summary

The Jawaharlal Nehru Customs House (JNCH), Nhava Sheva, has issued Public Notice No. 57/2026 introducing a significant trade facilitation measure for import cargo handled at Container Freight Stations (CFSs). 

The Public Notice permits CFSs under the jurisdiction of JNCH to allow “part delivery” of cargo once the Bill of Entry has been granted Out of Charge (OOC) by the RMS Facilitation Centre, without requiring importers to obtain separate permission from Customs authorities.

The measure seeks to reduce procedural delays, minimize physical interface between trade and Customs, and streamline cargo clearance operations at ports and CFSs.
