Retraction and when does it succeed or fail and why

A retraction succeeds only when it is prompt, specific, supported by credible documentary evidence and capable of demonstrating that the original statement was incorrect, involuntary or inconsistent with objective records. 

Conversely, delayed, vague or unsupported retractions generally fail, particularly where the department possesses independent corroborative evidence establishing the alleged tax liability.
