RTI Cannot Compel Creation of Information

This matter clarifies a fundamental boundary under the RTI framework, the Act guarantees access to existing information but does not obligate authorities to generate new data, provide explanations, or conduct analysis. 

The Appellant sought wide-ranging action taken reports, policy justifications, and performance evaluations from IBBI. 

The Authority held that such requests fall outside the scope of “information” under the RTI Act, especially where the material is not maintained or requires interpretation. 

The appeal was accordingly disposed of, reinforcing that RTI is a tool of access, not investigation or adjudication.
